How much is the cheapest used video card with support for Pixel Shader 2.0?
It must be at least 128MB and be good enough for the Sims 3.
Cards supporting Shader 2.0 came out in late 2002 to 2003. So the cheapest card could be a hand-me-down or one salvaged from an old PC. Current cards support all the way UP TO Shader 4.0.
Some cheap ones that will play Sims3 well:

Be sure to have 1GB or more RAM. Sims3 used about 800MB RAM when I tried it.
