Your CPU speed is not bad 1GHz.
Try upgrading your RAM to minimum of 256MB, 512MB or 1GB is better.
Get a creative sound card and 64Mb or 128MB RAM VGA card.
If possible change your hard drive to SATA I or II (it takes less power and better performance that standard IDE drives, specially SATA II)
Change your OS to Windows XP or Windows 2000. XP is better.
